Developing countries are not granted the same rights as developed nations, and the result of this is an increase in censorship as governments work to protect their population from exposure to what they deem to be immoral or unsuitable content. As a result, an entire industry of editing services and websites has sprung up that claim to make sites more family friendly and hence more profitable for the publisher.
In the Middle East, websites must be moderated by a committee that includes legal experts, a woman, and someone from the child development centre to avoid any possible violations of the law. In Lebanon, the Lebanese Centre for Child Protection (LCCP) operates a Children's Information Center that removes violent or pornographic material from sites. They have the resources to pay a team of people to remove such material from a site, though in the past they have removed site content on the grounds of religious content.
Although removing content is not always possible, as content may be embedded in software, it is a useful goal for the LCCP. They have the power to impose fines and even prison terms for any violators. Some have criticised the LCCP for removing content that, if reported to a court of law, could lead to an imprisonment.
Other organisations have been set up to help website content be moderated. The Chatterbox Trust, founded in 2008, uses volunteers to manually review submissions for over 150,000 online message boards. Content is deleted by an adult who has the required expertise, and the volunteers are paid for their work. They are based in London and Dublin and have over 200 volunteers.
